Penang has 50 years of Intel, AMD, ASE, and Infineon presence in the Bayan Lepas Free Industrial Zone. Advanced 2.5D/3D chiplet packaging (CoWoS) requires specialized substrate handling that Penang dominates. Silicon sovereignty is useless without backend packaging.

And Johor is absorbing all the high-density compute clusters that Singapore has no land or green power quota to host. Singapore provides the capital and regional HQ; Johor provides the land, power, and water cooling.
