Poland is spending 4.2% of GDP on defense and buying off-the-shelf equipment from South Korea and the US (K9 Howitzers, FA-50s, HIMARS) because they understand deterrence requires metal in the field TODAY, not a Franco-German joint committee report scheduled for 2038.

The FCAS (Future Combat Air System) between France and Germany is the prime example: both sides arguing for 6 years over which defense contractor gets intellectual property rights to the flight control software while the airframes don't even exist.
